- Convince all parties to attend a truce negotiation. Talk to Arngeir to get the Greybeards to host the negotiations at High Hrothgar.
- Return to High Hrothgar for the negotiations.
- Take your seat at the negotiating table.
- Negotiate the treaty. Make a series of decisions about the terms of the truce.
Is it possible to negotiate peace in Skyrim?
The Dragonborn will speak to the Greybeards, who will agree to help negotiate a truce. Arngeir will suggest the Dragonborn speak to both General Tullius and Ulfric Stormcloak, and extend an invitation to meet with the Greybeards and discuss the future of Skyrim.
Is it better to be a Stormcloak or Imperial?
Pick Imperial if you want to play a character who is originally from a place aside from Skyrim, as it doesn’t make sense to fight under a banner that ultimately won’t accept you. Pick Stormcloak if you believe the Empire has no right to say what Skyrim denizens can and can’t do, especially if you are a Nord.
How do I make peace with Dawnguard?
Raise your speech skills to become the smooth sweet talker to make friends of anyone. Or use the seduce spell to turn Isran or the dawnguard into compliant friends. Or using the better pacify spells to be able to move amongst them.

Can you make peace between the Stormcloaks and Imperials?
No, at least not in an unmodded game. The civil war plotlines have no “third option”. You either side with the Stormcloaks and save Skyrim, side with the Imperials to control it for the elves, or stay out of it altogether. If you’re playing on PC, there are likely to be mods that allow this.
What happens if you save Ralof but join the Imperials?
I can also confirm that if you leave with Ralof, but then join the imperials, you will see Hadvar again.
