You will automatically start this quest during the course of Elder Knowledge or Scroll ScoutingDG if you have not already started it, as the Elder Scroll is required for both the main questline and for the Dawnguard core questline.

Majir-Dar Confused Khajiit Just thought about it, but the falmer were stricken blind an made slaves after being fed a special mushrooms by the Dwemer. Maybe they fed these Mushrooms to there captives turning them into there slaves.
Why are there humans in Blackreach?
The obvious answer would be that the Falmer enslaved them. Less obvious would be that it was the Dwemer, who treated them as animals and kept breeding stock for new generations of slaves, a tradition the Falmer picked up when the Dwemer vanished.
